Shout/power seems to be stuck on?

Okay so when I started the game I noticed I was unable to use powers but thought nothing of it because I figured maybe I had to progress in the main questline to be able to use them. Fast forward many hours in and finally unlocking a shout... My shout immediately shot off and would not recharge.

Now my shout is seemingly stuck "on" and I now recall seeing my abilities suddenly activate here and there throughout the hours I've played but didn't know what happened when the effect sound and animation played. i now realize the entire game I've been playing has had this strange glitch going on and I desperately need some help fixing it. Thank you in advance for any words of wisdom.

Your Z key is pressed in or you are using mods.

Unfortunately this is happening with o mods on and a z key that is fully functional, and not pressed down.

I have had this problem before and found using a power attack or shield bash will fix it.

Hello there ! Could you elaborate on this for a newbie please ? I have the same problem ... despite having two dragon souls (killed 3 in fact) I cannot summon my shout... Thanks in advance for your help ...
