Dawnguard: "A Jarl's Justice" Quest Bug?
I've played this questline a number of times, and each time I get sent to Markarth to find the vampire masquerading as a "Traveling Advisor" The first time I did this quest, the vampire was right next to the Jarl of Markarth, so it was a do-able quest. This time, however, there is no 'advisor' anywhere to be seen. I wandered around Understone Keep and couldn't see anyone out of place. I know that there are other Jarls in different cities that you can get this quest for, but I keep getting the Markarth one. Anyone else run into this?

Never mind. I had to use the console to advance the stage in the quest.

I had the same problem once, and only once, but I solved it by doing the first task the jarl asked. After that the advisor appeared in his usual spot next to the throne

I have the exact same problem now; the traveling (or visiting?) advisor is supposedly in Markarth, but is no where to be found, and the marker disappears the moment I enter Understone Keep. I have tried to use the console to complete, as well as restart, this quest, but can not get it to work. Can someone give me the exact code to use in this case, and pretty please??

Try what is recommended in UESPWiki.

The traveling advisor is likely in the locked room upstairs. The imperial captain hangs out there and sometimes the Thalmor agents as well.
