Vampires, I find the game gives you just so much time before their attacks become troublesome. Listening to conversations in taverns and travellers give you certain clues as to when its time to deal with the Vampire problem. First one being when you hear about the Hall of the Vigilant being wiped out by vampires. Things start to escalate after that and if you wait too long they will wipe out whole small towns. ( I entered Riverwood once when it was under attack by about 5 vampires that wiped out everybody that were on the street.)
So, my answer is that its more of a game thing trying to guide you into doing certain parts of the quests in a timely manner. I'm not sure if there are mods that make these attack less but I know there are some that make it more.
Run for your lives by Arthmoor: Citizens will seek cover instead of fighting, both dragons and vampires.

* Double check your Skyrim SE version vs the official updates, though. I had been led to believe Bethesda already disabled random attacks, in an update. If you're using an older version, an update may fix it for you.

Stations Dawnguard around the various cities and towns, specifically at the vampire spawn points, to help protect against attacks. They will also fight bandits, etc., like guards do.

Vampires still attack? Last time i played they attacked once (for the story) then they just sent in a "traveler" that did not do anything untill you confronted it.
Dragon attacks, well, its the bread & butter of the game. They really do like fast travelling players. Cut down your fast travelling, or like most other things, there's a mod for that.
Replying to my own post here in regards to more recent postings.
I havent had a town hit playing SE, but then I didnt give it a chance since previous disasters. I didnt realise town attacks had been changed. As for random vampire attacks, they are still happening for me as thats one of the ways I decide that its time to start Dawnguard.
Creation Club patches havent fixed anything in the game as far as I know. Maybe only as content in some of the pay for mods.

Like suggested above, I also use Run for Your Lives so people aren't getting into fistfights with dragons and Protect Your People, which makes most NPCs protected so only you can kill them if they can't make it to safety in time.

I was very disappointed when they actually patched out dragon and vampire attacks in the cities, especially when there were so many other serious issues they should have addressed instead of relying on the community to make mods for them.
There was nothing lore-wise to prevent those attacks, it was just to appease a bunch of whiners who couldn't be bothered with something as simple as "be mindful of what time it is" and simply avoid going out after dark, or avoiding cities at night entirely.
Yes, there is a simple way to figure out how much time passes when you fast travel: do it before you get vampires going, and actually put out the effort to remember at least a rough estimate of the time that passes, so you're not warping from Whiterun at 8am and landing in Markarth at 11pm.
There is absolutely no logical reason why a dragon should not attack a city. They are walled, not domed. Yes, they swoop and scoop someone you may consider important. Save often, and always be prepared for, and capable of fighting, dragons.
There's also no reason why NPCs can't follow a modified schedule once vampire attacks are triggered. Out after 9am, in before 7pm.
First they are triggered to happen when you enter a town or village on a night of a blood moon.
A way you can bypass this is to fast travel to the closest position outside the townsee if it’s a blood moon night and wait until morning do the vampires won’t spawn.
Second thing you can do is complete dawnguard in favor of the dawnguard it makes blood moons happen half as often.
However beating it in favor of the vampires will make them happen twice as often.
