Any mods to make destruction damage scale with player's magic level?

Right now destruction is kinda useless as it does crap for damage no matter what your destruction level is and doesn't scale. While NPC mages are OP and can kill you in two hits using same spells. So clearly their damage scales and same rules don't apply to NPC and a player.
Also i feel that secondary magic effects don't work on NPCs at all. I fired few ice spells on a bandit, who didn't get slowed down at all and immediately charged me with a power attack. Same with shock spells. I hit a mage with like 10 shock spells, got him down to low health and he still had magicka to heal and spam me with ice storms like i didn't drain his magicka at all. Any mods to fix this?

There are a ♥♥♥♥♥♥♥♥ of them, search the Nexus. They range from simple (just changing scaling for spells or adding in minor gear for scaling) all the way up to major overhauls (like Ordinator).

NPC casters enjoy 2 privileges: a) they cast at half magika cost and b) they are unaffected by combat regen penalities. a) can be changed with i.e SkyTweak (and maybe console, but I dunno) b) is an engine thing afaik.

Here's a simple enchantment to boost destruction output. You can go from slightly more powerful, by buying/finding one of the rings; moderately powerful, by disenchanting one of the rings and adding it to 4 pcs of gear; (the same ones that take the vanilla destruction enchantment) all the way to one-shot kills, by finding the battlemage's armor and jewelry, and either wearing or learning/applying that to 4 pcs. I think you hit like 400% harder with 4 of them. If you use cloaks or something else enchantable, you may go even higher.
