i can't find cicero on the road

i finish the quest destroy all the dark brotherhood members (shout them flying around to death using cheat) :)) a friend told me only circero left that can find him at the road near a farm i forgot the name when i get there ready to shout him like the other but i cant find him you guy know where he could be

You will only find Cicero near the Lorius farm BEFORE you join the Dark Brotherhood. If you have already killed everyone in the Sanctuary, he MAY be at the other sanctuary near Dawnstar.

Cicero is just outside the Lorius Farm at the beginning of the game and you can either help him or not at that point. Helping gets you a few hundred septims and an extra bit of dialog after joining the DB, but helping or ignoring is otherwise inconsequential. If you help, he's supposed to disappear after a couple or three days, but sometimes stays put until you either join or destroy the DB.

Once you have joined the DB (possibly just completing Innocence Lost), he is supposed to disappear and eventually reappear in the Falkreath Sanctuary where he stays for for most of the DB questline. If you do not join the DB and advance that questline, he will not appear in the Falkreath Sanctuary.

He appears in the Dawnstar Sanctuary once you trigger the appropriate DB quest, but is otherwise not present in the game.

Also keep in mind that the game has multiple versions of Cicero, so the one you meet outside of the Lorius Farm is different from the one that appears at the Falkreath Sanctuary, which is different from the one that appears at the Dawnstar Sanctuary. Unless you join the DB, the one outside the Lorius Farm is the only instance that appears.

I remember one time Cicero was not there to help but after I overheard Uthgerd talking to the Whiterun stable master about a jester stranded the quest triggered. But Docsprock makes a good point so I dunno.

Cicero turns up early on, but it is kind of random, he might turn up immediately or after a bit, unless you keep checking you can easily miss him, but in my opinion it's not worth the hassle of constantly looking.

Now I remember! Listening to Uthgerd talking to the Stable Master near the Whiterun front gate does trigger the Cicero quest everytime. But maybe not since you already wiped out DB. I guess it depends if the writers decided Cicero was not there when you wiped them out and if they decided it's still a radiant quest.

Yea it also depends on the mods I mean I have the choice is yours and in that case it won't trigger.
