You need it for one quest in the game.
As others have said, black soul gems only accept souls from certain races. All the playable races are an example of this. Dremora also have black souls, since they're implemented as a 'race' that you can't play as (just like elders). According to UESP, ghosts also have black souls. If you don't want to kill someone and take their soul, there's 'fissures' you can encounter late in the dawnguard/volkihar questline that can automatically fill soul gems for you. You can even find black soul gems in that area. There's also some bosses you have to kill in that area that drop filled black soul gems upon death.
Honestly, black souls are the easiest to come across since you can get them from bandits, forsworn, or any other humanoid enemy. The hard part is finding the proper soul gems for that. Also, the only sources of white grand souls (which are functionally equivalent) are mammoths and dragon priests (the latter of which don't start spawning in until you're at least level 58). Honestly, most of the white grand souls I use I have to just buy off of merchants. This makes black souls quite overpowered, since, as I said, you can get them all over the map, and you can get them long before you can start finding pre-filled grand soul gems. Its really amazing the difference it makes to be able to work with grand souls at low levels rather than the petty and lesser souls you're normally stuck with.
OP Black Soul Gems are found in lairs with necromancers, you approach a cave and it has an aggressive idiot in black mage robes, kill him and investigate, you will probably find at least one Black Soul Gem inside, if you have a weapon enchanted with Soultrap then you can probably fill it at the same time.
Warlock camps are few, and many are taken over by soldiers once you clear them. And in my experience, they only drop black soul gems at higher levels, and it doesn't appear to have a high probability either. And this is, of course, made worse by the fact that warlocks located in Forts are both few in number, and many don't respawn. Honestly, I've always been annoyed with the lack of mage enemies in skyrim. It gets really boring just fighting people wearing low-level light armor and wielding mundane weapons all the time. And yes, I already have a mod to fix that (OBIS, if you care). Though that mod doesn't add in too many mages to the bandit camps, and none of them drop black soul gems to my knowledge.
Get a soul trap enchantment, put it on your most potent weapon (taking into account any sneak perks that may apply) and you can fill it with any human you choose. Bandits, mages, you name it.
