Report a translation problem
"Dragonborn" (the very first mission of the main DLC quest chain) won't start until you've completed the Skyrim main quest "The Way of the Voice" - or at least, until you complete that you won't get attacked by the cultists, which starts Dragonborn*.
Anyway, you should still be able get to the island and do most of the other things just fine, inc. the Black Books; you will need to pay the ship captain 250 gold (which is actually cheaper than if you can't persuade/intimidate him once you've been attacked).
* It's ALSO possible to advance in the main Dragonborn questline by going to the Temple of Miraak and talking to Frea (which starts the second mission "The Temple of Miraak"), even if you never get attacked, so you probably want to avoid doing that.
And the good news for them is Dragonborn already works that way!
In order to spawn Vulthuryol without being able to shout:
1. Get the Ritual Stone power. That power can summon almost all enemies in the game and most importantly it doesn't turn summoned enemies to dust afterwards so they can be summoned again.
2. Get access to Blackreach and open the Great Lift at Alftand.
3. Clear the area between the lift and the Dwarwen fortress as well as the Hall of Rumination.
4. Go back to surface and enter Forsaken Cave which is close to the Great Lift at Alftand. In that cave find a draugr which can shout, kill it, summon it with Ritual Stone power and lead it back to Blackreach.
5. Lead the draugr you summoned to the lift in the Hall of Rumination and you are on a ledge above the big lamp.
6. Now you just need to punch the draugr a few times so that it becomes hostile and position yourself between it and the lamp before it shouts. And now you have a dragon you can kill and can unlock Bend Will to progress the quest in Dragonborn DLC without even knowing that you are a dragonborn.
But I got to point out that the book in that ruin gives you a choice of three bonuses... which are only useful with specific Shouts you won't have (Fire Breath, Frost Breath, and Unrelenting Force). A lot of work to get there for something that's not much use!
