If you use vortex, Download skse64 Using vortex (you can trigger a download notification by removing skse64 if you already have it from your Skyrim Special Edition folder, when it pops up, click Download using Vortex), Press Windows + R and type this: steam://open/console, once the steam console opens, type this in the command executor: download_depot 489830 489833 2289561010626853674, It will download a former version of skyrim that is compatible with the latest SKSE, when it's downloaded, Copy the path and paste it into the File explorer, then copy the downloaded SkyrimSE.exe into the skse64 folder located in your Vortex's Mod managing folder. Then go into vortex and redirect the skse64 location from your Skyrim Special Edition Steam Folder into the skse64 in the Vortex folder, And boom, It should run just fine.
I know it might be a bit hard to understand, I apologize for that. You can Search up the details (like how to copy paste text into the file explorer and such) to figure it out. This is just a brief explanation of how I solved this. I hope this helps.
