a) use the console
b) use 'matter of time' and make ebony warrior spawn earlier.
c) use mods to add some high level content: immersive creatures/skyrim revamped etc etc
...

Yeah, even on legendary difficulty things drop with a breath. C might be the best option I'm thinking. Any suggestions?
I usually get bored around level 89. The only time I've tried fighting the black knight was in broken Legendary. Couldn't get near him even with the summoned Sovengarde buddies and summoned dragon boy. I should probably stop using vanilla weapons and armor.

Both look interesting because it changes the AI, I'm going to be checking them out. Doing skyrim revamped at the moment and even that is better. Conjurors for example aren't so stupid, they don't conjure a single atronach and then run up to attack you, they summon at least a couple then hide behind them, fire mages throw spells that cause explosions that make them hard to keep track of, etc, etc.
Things still die quickly but at least it's more than just spamming attack now.
Revamped is great, you might have a look at its brother in arms 'revamped - loot and encounter zones'. It delevels everything, just dont use it with a lvl1 char, unless you feel confident at killing a draugr deathlord in Bleak Falls Barrow :)
Sadly I dont know any mod that makes high level gameplay less of a slaugther. LE's 'High level enemies' did a good job at it, the SE version however is unstable and seems pretty much abandoned.
I saw that looking through options and I'm thinking of doing a new playthrough with that one installed. That's one thing I miss about ES games starting to auto level every freaking thing way too much... stumbling into things way over your head, figuring out how to deal with them and being rewarded accordingly. Even Morrowind it was possible to some extent, I remember stumbling into Umbra really damn early, dying and reloading a save a bunch of times and finally getting the sword. TBH I'd SO much prefer an encounter-zone version of the game.
Now I wish I'd looked at mods more when I returned :P
Forgot to add: that was the first mod that came up in my search, was excited until I saw the comments on it, decided not to risk it :P
My guess is a hagraven. They are lvl 50, have that tendril thing and if they get bored with it, they start summon sh*t that summons sh*t
There is a simple mod called Faster Leveling, with a perk that makes you level 10x faster.
Or console player.setlevel 80.
If you want a challenge, use Smilodon with the Realistic Damage addon. Maybe Genesis Leveled for more enemies and rewards.
