Report a translation problem
I have a feeling that there was a mod that allowed you to do that, but it was so beset by bugs and errors that it was at best worthless, but more often a game breaker.
Then load it up in racemenu through scuplt menu then edit to your heart contents and save when you finish(look for instructions because there is some issue with this method, not face/game breaking but pretty annoying)

All follower/npc mod have an facegen/facegeom folder in their mesh/texture folder. They contain a single niff/dds file which is their head data. You take those 2 file and do like the video above (work with SSE)
Then just edit all you like and export it out, then paste it into the NPC (never try but I think it will work)
