Did you sort your load order? With LOOT or lite version from Vortex or MO2?
Did your game run before without ENB? With same mod list

No I used the normal loot application I'm used to modding LE I'm not exactly sure what is wrong this time :( and no I never ran it I just kinda made this tonight in a hurry I just would like some advice when it comes to SE maybe one of these mods is out of date? Idk

Hard to say where went wrong
Well first try category your mods with esp plugin then disabled them with same category and launch Skyrim
Track down which category cause issue and then which mod is it

Time consuming but this is probably the best way to know what happen

A couple of the included files are out of date. Try this:
1. Make sure your game and SKSE64 are up to date.
2. Install this mod. (Simply Knock)
3. Install PapyrusUtil SE - Modders Scripting Utility Functions. Allow it to overwrite papyrusutils.dll.
