You can buy them @ Fort dawnguard and as you work through that quest line there are a few quest you do for which you learn to make the bolts yourself at any forge. I carry the exploding fire bolts
And once you start Dawnguard, you have to deal with random vampires following you around and attacking your ass until you finish the Dawnguard quests.
If I am wrong, and anyone knows how to get rid of the random vampire attacks without going all the way through the Dawnquard quests, please feel free to chime in. (Without using mods, that is.)
Mods.
But nowdays the random vampire attacks dont happen in towns anymore. They are replaced with "Traveler" a vampire in disguise that attacks you if you talk to it. But never attacks anyone else if you dont activate him.
Random vampire assassin and group of 3 still happen out in the wild however.
EDIT: The vampire attacks on towns is what made me take a break from Skyrim the first time i played it, cba with that stuff, Dragon attacking towns where annoying enough. But now it is actually playable.
