Well that basically means Skyrim is having trouble registering your load order.

Which mod manager are you using, Vortex or MO2?

Are you playing with RS Children and the unofficial patch? make sure you got the RS Children Patch on cus they ♥♥♥♥♥♥ up something in the code so having those 2 mods installed at the same time makes that happen.

SHORT VERSION
Any errors are given to you in an alert type box(door hanger type), that box will appear in the upper right corner of Vortex.
BUT if the API does not warn you doesn’t mean there is NO issue. If there are issues like minor conflicts you will see it in the two columns called Flags and the other called Dependencies.

LONG WINDED VERSION
If you are using Loot to look at files is fine, BUT do NOT have Loot sort your list if your going to use Vortex.
There is a API that Loot and Vortex team has built into Vortex, that is what sorts your mods in Vortex and gives you the condition (so to speak) of the mods install and use.

The reason for this is, Loot and Vortex are not always updating the mod check list at the same time. So you may find Loot will move a mod to a different position than Vortex.
Will this harm anything, not really, but your bouncing the mods back and forth for no good reason. Use Loot to get a bit of a different take on the list but leave it at that, don’t sort with it.

Check the notes in these two columns to see if Vortex is showing a conflict and address it.

If in the end you have not come to a resolve, you then will have to begin the task of disabling mods to find out which mod is not allowing the MCM in Skyrim to register it.

But stop and think, is there a mod you installed the is really for 2011 version and not SE, or are one of these mods ported from the old version, if so was it ported correctly. Usually on the mods page in the forum section, there should be some talk about it.
