Fort Snowhawk Problems
I keep clearing Fort Snowhawk but no matter what I do, the necromancers come back. I haven't done anything in the civil war questline, but i know that imperial soldiers are supposed to garrison there. Is there any way to 100% guarantee the fort is cleared? or some other way to make sure Imperial soldiers are there?
