Blatantly wrong, The cudgel is about as strong as glass, Stalhrim is on the strength of ebony, the Chaos enchant is also stronger on Stalhrim than normal and the cudgel cannot be improved through smithing.
In short a Stalhrim Warhammer will do more damage with a better enchant with the possibility to be even stronger through smithing.
If you have the unofficial patch it can be tempered, and while the damage number is the same as Glass it weighs less (so it uses less stamina). It also looks way better than a Stalhrim warhammer IMO.
