A bit of background as to why it's not easy to find answers to this question about Skyrim online and why outdated sources you find through Google might say Fortify Carry Weight doesn't work on followers, even though it does:
In vanilla Skyrim before Special Edition, Fortify Carry Weight enchantments on armor always DID work on followers wearing that armor. However, a lot of people thought they didn't, and I can hardly blame them, because once you exceeded any follower's non-enhanced "normal" weight capacity (meaning: the amount of weight the follower could carry before they benefited from Fortify Carry Weight), you had to close and reopen the "give/take items" dialog menu with the follower every time you wanted to add another item (or stack of items) to that follower. Which is kind of a weird thing to have to do, and it definitely wasn't functioning as intended, hence why so many people thought the enchantments didn't work on followers.
It is true though that very few armor enchantments work on followers. For instance, none of the fortify skill enchantments work on followers (except for the fortify one-handed and two-handed enchantments I think). UESP has an article that lists what armor enchantments work on followers, but honestly I never really thought about testing for myself (I rarely use followers since I mostly play stealth and magic characters).
