Will using fortify heavy armor enchantments allow me to reach the armor cap?
I know that the fortify armor skill enchantments aren't commonly used, but in my case, I'm thinking they may be my only choice.

I was planning on doing fudgemuppet's sorcerer build again, but this time using Witchplate armor from the Immersive Armors mod (also available as a standalone armor). Looking at the armor in xedit, the armor has a total base armor rating of 87.5, which is below the minimum I would need to reach the armor cap. And using ebony flesh+the lord stone still wouldn't get me quite high enough. Note that I wasn't planning on using smithing, otherwise I wouldn't have to worry about this. The only way I have to buff my armor rating is my heavy armor skill, my flesh spells, and the lord stone. And I'd prefer to not use block. For one, the armor set doesn't come with a shield, and besides, I like dual-casting.

Of course, I've done plenty of mage characters in the past, but I've never actually used the fortify armor skill enchantments, so I don't know what kind of increase I can expect from them once I max out my enchanting. So I don't know if fortify heavy armor could let me hit the level cap without using smithing, and my obviously less than optimal armor.

I don't think the enchant is all that great, skill level don't really improve stats all that much, perks are much more important. If I was in your shoes I'd just max out Alteration and use the Dragon Skin spell, that is an easy instant, though temporary armor cap.

I think the highest you'll get without abusing anything is ~370, and that includes using a fortify heavy armor potion.

I just wouldn't sweat it honestly. You have Dragonskin for when you desperately need that armor cap anyways, otherwise you'll be close enough it shouldn't matter.
