So let's say it WAS a mod which I guess it's possible but how come I can't find any references to it anymore like I did the first time? I jus can't remember the name of the amulet lol it's been over a year. But thanks for your time

That's a ring, couldn't find an amulet, may have been part of a magic (items) overhaul or something.
As for it certainly being mod, a different tack: if it wasn't, it be on the wiki/uesp. People dive straight into the game files to populate that data, so if it exist in the game, it's located there.
It never existed, otherwise there would be documentation of it somewhere.
In fact if you google search, "amulet of detect life skyrim" THIS FORUM IS THE FIRST HIT
