See if you've got an enchantment that nerfs health regen (I know of at least on ring that does this)
Thanks, and yeah that's the first thing I did. Nothing.
If it's a mod conflict, you need to post your load order so somebody can spot what's wrong and advise you.
If it's not a mod conflict, then it's going to be a glitch, and all you can do is load an earlier save where your health regenerates properly.
Sadly, looks like a glitch. I dug around in my saves. Had enchanted my chest piece with regen, somehow the game recalibrated that as my normal regen rate so switching that piece put my regen at 0 or under. I had to go back to a save before I ever put that armor on to find a game where my regen was normal.
I've been wearing that armor for like 20 levels. Only reason I noticed the issue was I finally got around to doing a certain quest where you're a prisoner, and have no armor.
