Can I run Skyrim with decent framerate?
Dell Inspiron 15 5570
Intel Core i5-8250U; 4x1,6 -3,4 GHz
8 GB RAM
Intel UHD Graphics 620

I do not know. I do know that exact integrated graphics card has caused issues in other games.

This version is doubtful, but you could probably run Oldrim.

It probably can. I have a laptop in the dell inspiron 5500 series with an i5 processor and intel hd graphics 5500, and the game runs smoothly for me.
You can always give it a try and refund the game if it doesn't run well.

you should maybe add what decent FPS are for you because everyone has a different idea of that

Decent fps is a more or less stable 30 for me. Whether it is on low, medium or high (probably won't happen), doesn't matter.

Just a little time delay between your response and my posting - lol!

I would imagine you would have no problem with getting a stable 30 FPS. Grumpy knows more about different hardware capabilities than I do, though.
