Report a translation problem
When you say you started a new game without that, you mean without any mods at all?
You kill 2 people in hold Y. Exemplary 2 guards killed in Falkreath. Your bounty is 2080 (too much for negotiations, bot just wants You dead.)
You run away into the wilds to escape the fight with guards. After that You did some quests yada yada.
Problem is You have arrived to hold Z before bounty expired. Exemplary Solitude. Here comes bugthesda ♥♥♥♥♥♥ machine.
Becouse Y has bounty on You and Z is in the same faction (Empire/Storms) as Y both city guard formations are lookin for You. Problem is You have no bounty in Solitude, so script cant cleanse You from beeing a criminal. Furthermore something else breaks and You will become HOSTILE to ENTIRE FACTION for no real reason (lorewise).
I once couldn’t fast travel because the game kept saying an enemy was nearby. No red dot though. Ran all over half of Skyrim looking for it or trying to run away from it. Finally turned to my follower, who attacked me.
Turns out she had been added to the playerenemy faction by a spawning mod. I’m guessing as a cheap and lazy way to deal with the common problem of spawned NPCs being idle the author did something to force idle NPCs into the faction.
Solution: I ended up sneaking over to Breezehome, entering, and sleeping for an hour. I don't know if it can be any building, or if you have to sleep though. Then only one guard attempted to attack me. I opened the console, clicked that guard, and used the paycrimegold command. Load screen took me just outside Dragonsreach, and everything has been fine so far.
