I suppose with only one bee it simply takes too long to spawn more. Especially since that is our home and we are constantly in that cell/area.
Give it a try, pack the apiary with about 250 - 270 bees. Once it hits 300 remove about 20 - 30 to use on alchemy.

I use the honeycomb to make honey. Honey is used in recipes.
OP, there is a mod which increases the production of honey and also allows you to make mead in your basement/cellar at Lakeview Manor. Unfortunately the mod is on Bethesda.net. If memory serves it is named Home Brew.
EDIT: This is it. It does work, I have used it recently.

If Bethesda spent as much time fixing their core game as they do forcing useless and unwanted Creation Club updates on us, I reckon the game would be pretty much bug-free by now.
