Roggvir's execution not there at all bug
Hey there. Having a problem with Roggvir's execution. When I enter Solitude for the first time, Roggvir, the crowd, the executioner or any of the npc's related to his execution are not there at all. All the other NPCs in Solitude are there though. That's not all, when I entered Markarth for the first time, the undercover forsworn didn't attack the girl on the street. I've looked online for what mods could be causing this issue since I've downloaded about 54 mods, but use 18 of them through NMM. The rest of the mods are downloaded through the mod browser in game. The only mod that I found other people have trouble with is Open Cities. So I uninstalled it and it still didn't work and the latest patch for the mod won't install at all.

Are there any fixes? Should I just start a fresh new playthrough? What should I do?

You'll probably have to start over. Taking out a scripted mod mid play can seriously toast your game.

What about installing a mod mid play?

well some mods you can't install mid play, because they alter to much. If a mod only can be installed on a new game it's mostly mentioned on the page of the mod. Btw what mod are we talking about.

1 thing is for sure something seriously messing up the triggers and or scripts for those events.

Like I mentioned Open cities causes bugs for a lot of people, I originally thought the issue I have was caused by Immersive Citizens which I also have installed.

Do you have the Immersive Citizens Open Cities patch. Immersive Citizens does not play well with many mods that modify towns and villages. Although it is a very popular mod and works well for many people I have found it a pain in the butt and do not use it anymore, same with Open Cities. This is just me though and is undoubtedly due to my particular mod load.

From the sound of it you are probably going to have to start a new game.
