How do I determine WHY certain npcs never leave home?
Jarl Korrir, and two other NPCs are staying in Brunwulf Free-Winter's house. They never leave, they never sleep. All they ever do is sit in chairs and cook. I have a quest from the Outlaws and Revolutionaries mod which requires me to go into Brunwulf's house to confiscate some skooma. I cannot do that while the NPCs are there, because it requires me to open a red marked chest, to "Steal".

I can't disable all the mods I have active, so how I determine if it's a mod that's causing this?

You can't sneak?

Nope. I'm a mage with no sneak training. Not even sure it would help, they're all looking right at the chest I need to steal from.

Doesn't the invisible spell stop working when the player interacts with something? I would say and illusion spell or a paralyzing poison.

Already tried invisibility. The spell stops working whenever you interact with anything.
And I think paralyzing the inhabitants would make them hostile.
then train your sneak, if they clearly want you to choose that tactic then do it.

Presumably stealing from the chest and then using the calm spell will work. I'm not sure, because the 'you stole from me' routine might be triggered before you can use the spell.

Since it's a quest item, I would be surprised if there are any consequences afterwards.

I was going to suggest this as well, steal it then use calm or paralzye. You can then leave, you might be stopped by guards but you can just pay the fine.
