Edit it in something other that Notepad, like Notepad++
Make sure you have this line
*SkyUI_SE.esp
PS: Seems you also have to launch it from the SKSE64_Loader
Mando mensaje por si puede servir para ayudar a alguien que lo busque. Llevo 3 días buscando el error, y al final lo solucione de la siguiente manera: cambiando el nombre del exe de skse64_launcher.exe por SkyrimSELauncher.exe y sustituyéndolo.
Had the same problem. SKSE installed but got Error Code 1.
SOLUTION FOR ME WAS:
1) Make sure u have SKSE Installed
2) Make sure u have SkyUI Installed
3) Open Plugins.txt in (C:\Users\USER\AppData\Local\Skyrim Special Edition)
4) Make sure you have '*' before name of mod
For example here is section from my Plugins.txt

Dont use the in game mods menu, It will disable any mod that has no master set, Like SkyUI_se.
I had this problem, and I found that the plugins.txt was not the issue for me, it looked how it was supposed to already
I fixed mine by copying the src folder into Skyrim Special Edition>Data
