Report a translation problem
It probably doesn't have the card in the detection system.

the Clock speed, the VRAM capacity, the Terraflops, etc.
Also, Fallout 4 didn't detect my R7 360 for quite a long time.
The only reason i mention the specs is, if it's plenty powerful despite the launcher not detecting it, you will have to set the graphics manually.
I did this once. Couldnt figure out why my new card wasnt working. :D
It doesn't have the baseline minimum VRAM nor performance.

Steps to solve it:
1) Open your Documents folder
2) Open "My Games" folder
3) Open "Skyrim Special Edition" folder
4) Open "SkyrimPrefs.ini"
5) Do Ctrl+F and search for: sD3DDevice=
6) Replace that line with: sD3DDevice="NVIDIA GeForce GT 710"
