Report a translation problem
1. Leave the room, ie go to the Arcanium or something where you travel and wait 24 hrs. Come back and see if the conflict resumes. Or fast travel to another location like Riften or whereever, and back to Winterhold.
2. Use the command code "disable" and then "enable" (without closing the console) on both NPCs.
3. If those suggestions don't work, use setstage MG08 30 and then you may advance. (Using the "setstage MG08 30" command will skip the conversation, making Ancano fight you instantly).

Haha yes, I had the problem I could only talk to Acano not fight him, if I tried to hit him my sword jsut went through him and did nothing.
The simple thing fixed the problem!
