From the wiki:
Esbern and Delphine may get stuck in combat mode.
If you do not kill all of the Forsworn at Karthspire Camp, when you enter Sky Haven Temple, Esbern and Delphine may get "stuck" in combat mode, acting as if they are under attack but never moving or returning to normal mode. As they will not advance up the stairs to examine the wall, this will prevent the quest from completing. If you wait for ten hours, this will reset their stance and they will continue up the stairs. Killing all of the Forsworn before entering Sky Haven Temple should avoid this entirely.

Try to do it from a clean save outside the temple. I don't know if it will work days later; if you left them standing there how ever long...? Comment if it does work. Let us know.
After having done this, Delphine stood there for 30 seconds, then started up the stairs. She didn't light the first couple of basins, but she went to the basin opposite Esbern to light that one as Esbern light the one he's near. (remember to do the same to Esbern) Afterwhich the quest line continued as normal.
Note: Torch mods may be a factor that breaks the NPCs from equipping torches. I uninstalled "Torches Cast Shadows", "Droppable Torches", and "Wearable Lanterns" before hand.
Waiting may be an alturnate solution as time of day will make NPCs equip torches at night. For me, they'd equip a torch outside Skyheaven, but wouldn't inside unless I forced them too.

The command doesn't seem to work for me. It tells me that 1- the command "equip" can't be found or 2- it sais "missing parameter objectID.
at this point, i'm at a loss for what to do. i have seen messages that suggest uninstalling the unofficial skyrim SE patch, sleeping and returning later, Fus-Ro-Da'ing Esbern and Delphine to the wall, nothing seems to work. using the command was the last thing i tried. am i typing something wrong? do I have too many mods installed?
For anyone having trouble with this, this is the process I used that fixed everything:
Esburn seemed to work, he equipped a torch and lit the basin to the left of the wall.
Delphine stood at the entrance with no torch.
Open the console.
Click on Delphine, the ID 00013485 should appear at the top of the console.
Type "equipitem 0001D4EC 1".
This equipped a torch in Delphine's left hand and the quest proceeded as normal.
I assume if Esburn did not have a torch you could use the same process on him.
If you attempted to teleport either character or move them with shouts, I cannot guarantee this will work.
I also had a bug where Esburn would stand at the top of the staircase in the center of the room with Delphine off to the side. This did not happen on my final load where I finally solved the problem. If equipping a torch on both characters does not solve this specific issue I would recommend loading a save pre-Sky Haven Temple and trying to get esburn to at least walk up to the wall.

This worked for me. They both got stuck not in combat mode. Ebern at the wall and delphine down the stairs. I forced her to equip a torch and boom it continued.
