The stone of stopping

I found a strange standing stone in north of solstheim, it appears as the Apprentice stone and when I activated it it gave me a power called ''stop rune'' that does the same thing as a frost rune, I tried to check the web about this thing and I cant find anything...

Anyone knows where it comes from or what it does? It does not show anything in the active effects list.

It's not in the game, it comes from one of your mods, which is why you can't get any info on it. Try googling your mods, and see if that reveals any info on it.
