its the one in whiterun, havent tried any others
Edit: I walked my happy ass up to windhelm and the carriage worked so it's just the one at whiterun for me

Load save(s) in "Resaver"...
Clean and save back using the original name(s).
Problem fixed.
I had open cities installed, i had to uninstall it, and start a new game since it pretty much screwed the whole game.
I can't recommendt that mod to anyone, it's just too unstable and dangerous.
The mod author doesn't offer any help when it comes to uninstalling the game, all he says is "start a new game"
I get it that it's probably the smart thing to do, but he could offer some alternative advise or something.
These Skyrim tools, can they be used to "clean" saves if they contain deleted mods? And if so, do they actually help?
Brother, I wish I would have seen this thread sometime before today. I suffered this exact same glitch (carriage from Whiterun to Windhelm) as I had the survival mode on and couldn’t fast travel. Problem is, I had open cities installed before but it froze my game a lot. So I uninstalled in a safe way, and didn’t run into any problems for a while. Until this one.
I agree with you. Open cities is too buggy to recommend.
The best advice to be left here is this:
IF YOU HAVE COME ACROSS THIS THREAD LOOKING FOR HELP, IGNORE IT - IT IS TOTALLY WRONG.
also OCS was the problem for me too.
