Champion's Cudgel, Drainblood Battleaxe, Wuuthrad.
If you wonder why i think Champion's Cudgel is the most powerful of them all. Look at this screenshot:

105 chaos damage per hit! That's 157,5 elemental damage per hit on average. Hands down the best 2-handed weapon in the game. To achieve this high damage though, you need to be proficient with Destruction magic quite a lot.
Edit: Oh wait. Champion's Cudgel is a Warhammer not a Battleaxe. My bad. (sometimes hard to tell - they use the same animations) Then the most powerful would be Stalhrim Battleaxe with the same enchantment (Champion's Cudgel can be disenchanted) plus you can add second enchantment on top. I recommend "Absorb Health". And because of how enchantment system works, second enchantment will be upscaled quite drastically up to 50-80 Absorb Health per hit. So you will get ridiculous damage and considerable restore health effect from the enchantments alone.
There really aren't many good, stock uniques for 2h Axe. I'd suggest making your own, or maybe even just hoping to loot or buy a good one if you are doing a no crafting character.
Apparently it swings slowly where it suppose to swing fast.Just use the speed shout an increase your attack speed an just burn down the toughest enemies on max dificulty.Or if you're using modded NPCs normal difficulty an it will lower your chances of getting one shot.
