Is there a bug related to the Dragon Seal in Skuldafn?

Hey all, I'm somewhat stuck. I'm standing at the top of the Skuldafn Temple with Nahkriin's Dragon Staff in my hand and trying to activate the Dragon Seal to open the portal to Sovngarde. However, I can't get the seal to activate no matter how many times I press the button (I'm using a controller). I've killed EVERYTHING in sight including the Elder Dragon and the Frost Dragon. I even installed a mod to leave Sovngarde entirely and return. hoping by some miracle the seal will accept the staff. But that didn't happen, and when I enter a console code to enter the Hall of Valor, I die immediately as soon as I exit, so that's not an option. Any ideas?

deactivate the mod to leave Sovngarde, and try again

That's the thing.... I couldn't activate the seal with the staff BEFORE I installed the mod... that's why I grabbed it thinking leaving the entire area would reset/fix the problem, but it didn't. However, with the mod in place, at least I can leave the area and do other quests for now.
