Dampened Spirits Quest bug...

I already completed Loud and Clear quest... But Dampened Spirits do not start. Brynjolf is always busy. I've never met Karliah and Mercer is still in the cistern and interacting with him doesnt help much either. Its a bug or what??

I did a search and found similar issues from 2015 Oldrim so it's a bug I'd say.

That can happen if you don't start Dampened Spirits as soon as Loud and Clear is done, soon as Brynjolf says Maven wants to speak to you the dialog asking why has to be used. Breaking into Honningbrew Meadery before the quest can also stop you from getting it. On a console you'd need a older save to back to, on the PC you could try the commands -

startquest TG03

setstage TG03 10
