You are carrying too much to run Bug
So not sure what caused this problem and I don't have any mods but whenever I load a save file after the last little while it always starts me over encumbered with "You are carrying too much to run" up at the top. I do not load via quick loading I either let the game do it or do it through the menu. Going to the menu and looking at my items makes it go away but it is back as soon as I load again. This may not bug some people but it is bugging the heck out of me and I cannot play with it. Running Windows 10 64 bit, 16 gig of ram. If anyone knows of a permanent fix, please let me know.

Yeah, what Herman said. I get this bug as well. All I have to do to correct it is open my inventory and close it, then the conditioning perk kicks in and all is well.

With the Conditioning perk, when you carry more weight than you could without the perk, and you save a game, upon loading from inside the game, you will be over-encumbered (as if you didn't have the perk) until you open your inventory. This typically occurs only after an event, such as your death, removing all of your active effects. If you die and then quickload, you may become affected by this bug until you relaunch the game. The same behavior can be observed with the Steed Stone effect which is identical to Conditioning and the Light Armor perk Unhindered.

What fixes this bug for me, is to sheath/unsheathe my weapon or by simply opening and closing the inventory.

Okay good to know what causes it. Is there any fix in a patch or something that fixes it permanently? I might have to rethhink my armor choice if not.

The Unofficial patch team did take a look at this bug in the original Skyrim, back in 2012, but ended up closing the report on it with the conclusion it was an engine issue and couldn't be resolved, so I don't believe any mod's address it.

So I figured some more out about it. If I go back in saves far enough it is not there anymore. In testing when it occurred I have found that if I go inside either door for shriekwind bastion and then save, as soon as I load that save the bug occurs. Any ideas why this location would do that?

wow that is one seriously annoying bug, htf is that still in the game?

Yeah and I thought it was shriekwind bastion but turns out while it happens immediately there it will happen anytime I go in somewhere it just takes a few minutes....

A couple of things.
1. Do you have the Heavy Armor perk that makes heavy armor weightless when wearing a full/matching set?
2. Did you use the console to level up your Heavy Armor?
Because I have the same issue.
