Who built those word walls?
And why is a word wall guarded by a dragon after they returned? Looks to me like a dog guarding a door where they just sit there. Does Alduin also have one?

You'd have to visit the wikia's for the game and they make explain the word walls and dragon ties etc

There is a dragon word wall in Sovngarde, but ground and grass grew up the wall and it seems destroyed and has no power

Alduins return means Dragonborn's return.. So as Alduin reviving dragon he also have them guard open word walls.. because Todd ordered him to...
Some Wordwalls are guarded by high level drauger and dragon priests..

The Dragon Cult built them more than likely. I don't think Alduin has a wall. His pearch is probably in Sovngarde however.

Oh it seems there is a long story behind this question. I'm going to learn more about it myself. I'm also curious about what cruelty Alduin did to folks, as dragons in Skyrim don't eat, sleep, or want anything. They just... sit there if they are not attacking a village, and I suppose they didn't go attack villages when people were worshiping them.

It should also be noted that each of those Word Walls is actually a Tomb Stone of sorts. Every single one of them starts with the same 2 words "Here lies...". Except in Dragon Language.
