As for garlic... Fort Dawnguard should have a steady supply. (Jokes aside, I have no idea.)
As for Garlic, I find a good source is to find an NPC whose house/inn has hanging clusters, and do a quest for them (some inkeepers will just have an option to sell them crops or firewood and this does the trick). This should get their disposition with you high enough that they allow you to take cheap things from their place, which includes harvesting from the Garlic braids.
Of course, if you're not staying strictly vanilla with this, I suggest a mod that allows you to harvest more items per harvest action. I personally use Harvest Overhaul Redone by Lyukyui. http://www.nexusmods.com/skyrimspecialedition/mods/2398/ You can also find it in Bethesda's in-game mod list.

Edit: Yaknow i kinda wish their was a mod which made it so nordic barnacles could drop from mudcrabs, in real life its not uncommon for crabs to have barnacles growing on their shell.
