Best and most reliable places to get Garlic and Nordic Barnacles?
Are there any decent places I can constantly get these ingredients without stealing?

You can usually find Nordic Barnacles along rivers and coasts, they tend to be attached to rocks at the waterline (often underwater too).

As for garlic... Fort Dawnguard should have a steady supply. (Jokes aside, I have no idea.)

As Jirki88 said, Nordic Barnacles can be found mostly underwater in rivers or the coast. You may also check pools of water, such as the pool under the bridge right in front of the Dragonsreach door. No idea the respawn rate though, so you may not find it a consistent-enough source.

As for Garlic, I find a good source is to find an NPC whose house/inn has hanging clusters, and do a quest for them (some inkeepers will just have an option to sell them crops or firewood and this does the trick). This should get their disposition with you high enough that they allow you to take cheap things from their place, which includes harvesting from the Garlic braids.

Of course, if you're not staying strictly vanilla with this, I suggest a mod that allows you to harvest more items per harvest action. I personally use Harvest Overhaul Redone by Lyukyui. http://www.nexusmods.com/skyrimspecialedition/mods/2398/ You can also find it in Bethesda's in-game mod list.

Garlic can be bought and barnacles are everywhere.
Tons along the nothern coastline and in all the rivers.

ive found quite a cache of free garlic in fort dawngaurd actually, half the barrels seem to be loaded with bundles of 5 garlic each, as for nordic barncles, like everyone else has said, trove through a river that is rocky along the shores and bottom, ships and dockyards are also a great place to check for barnacles as well, basicly any place with flat surfaces that are not dirt or ice that are submerged will yield barnacles.

Edit: Yaknow i kinda wish their was a mod which made it so nordic barnacles could drop from mudcrabs, in real life its not uncommon for crabs to have barnacles growing on their shell.
