You can however obtain already enchanted stuff. Just use Fire or Frost tagged on with your item or words like that in your ''help'' command. It will bring up enchanted stuff. eg:
help "sword fire" 0
Bear in mind, using commands with more than one word require quotation mark symbol " either side of your keywords. key a 0 after the words as part of the command. The items that appear in your search will have ID's such as WEAP: (000300TF) Iron Sword of Fire
Simply add your item by typing the ID:
player.additem 000300TF 3
the 3 is the amount of the item you want. In your case, I suspect you will only require 1. Make sure you use spaces as shown. The three 000's are not necessary to input, but depends on your OCD level :)
I WILL WARN YOU HOWEVER, that some items are quest related. Creating more items via the console, then running the quest scripts may very well crash your game. Just try to make sure you aren't adding anything with a specific name to it. Like Horn of Jurgen Windcaller, things like that stay away from! Steel Armor of magicka regeneration would be fine. That doesn't sound quest related, you see?
Like I say, to get the best results, you really need to do this with the creation kit by making a copy of an item then editing it to your heart's desire, with as many enchantments on it as you want.
But I know what you are thinking already, you can't be bothered to do that. Or maybe you are interested? :)

I myself use the levelers tower mod for SE and it has two chests near the black smith area full of everything you'd need to learn all necessary enchantments
I also use this oldrim mod that still works with SE

I've used EzEs -Artifact Disenchanting on dragonborn items too like the water walking boots
another oldrim mod that still works for SE is a mod that allows ten enchantments for each weapon or clothes/armor piece
it is a oldrim mod too Ten enchantments in Extra Effect by Krokodyl101[www.nexusmods.com] and has a 12 enchantment version too, but I stick with the ten version
