Kindred Judgement

I've been doing the dawnguard quests and I've picked up Auriel's Bow, but I didn't receive the next quest "Kindred Judgement". According to walkthroughs, Serana is meant to talk to me and give the quest, but she didn't. I haven't completed the main storyline yet, do I have to do that first?

Go speak with Serana. You do not have to do any other quests.

I have done, the only option I get is to make some arrows.

Have you used all conversation options with Gelebor?

Yep, I do have an active radiant quest from someone at the castle, could that be causing trouble?

Thanks for the link, it seems to only way to fix it now is by installing a mod, I didn't really want to go down the modding path, but I dont have much of a choice.

EDIT: Well the unofficial patch didn't fix it, so I guess I just cant complete this questline. Maybe I'll try it on another playthrough at some point.

If anyone is still interested, I JUST ran into the same problem - I actually didn't realize I had till I read KJ was meant to start right when I took the bow. First, travel to Castle Volkihar. Using console, do the following:
1. help CuSith
Or Garmr, depending which you might have had by your side and got killed.
2. player.placeatme IDofthedog
For me this was player.placeatme 0201AA78 (CuSith). The dog will appear behind you. I brought in both bc I'm pretty sure I took Garmr after CuSith vanished.
3. setstage DLC1VQ08 10
This starts the quest and tells you to speak to Serana.

It worked at once for me but due to the stupid discord overlay, my game froze and I had to relaunch. After that, step 3 wouldn't work no matter how many times I relaunched. On my last try, I summoned both dogs outside, entered the castle, waited an hour, did step 3 again, and boom - Kindred Judgement started!
