EDIT: Well the unofficial patch didn't fix it, so I guess I just cant complete this questline. Maybe I'll try it on another playthrough at some point.

Or Garmr, depending which you might have had by your side and got killed.
2. player.placeatme IDofthedog
For me this was player.placeatme 0201AA78 (CuSith). The dog will appear behind you. I brought in both bc I'm pretty sure I took Garmr after CuSith vanished.
3. setstage DLC1VQ08 10
This starts the quest and tells you to speak to Serana.
It worked at once for me but due to the stupid discord overlay, my game froze and I had to relaunch. After that, step 3 wouldn't work no matter how many times I relaunched. On my last try, I summoned both dogs outside, entered the castle, waited an hour, did step 3 again, and boom - Kindred Judgement started!
