battle for whiterun and/or liberation of skyrim bug

this is my first play through on the special edition. i have sided with ulfric and the stormcloaks. i have completed the "battle for whiterun" quest and forced the jarl of whiterun to surrender.

the battle for whiterun quest is now in grey and it shows as completed. "liberation of skyrim" has started and the first objective is to report to ulfric about the whiterun siege.

however, ulfric does not offer the correct diologue to progress in this quest chain.

whiterun is still removed from my fast travel map and the battle music from the siege is now on a permanent repeat. when i travel to whiterun on foot, the city is 100% guarded by stormcloaks as if i have truly taken the city.

however, when i go to the jarls room, the original jarl and his staff are on and around the throne as if nothing has happened. i have tried a rediculious amount of console commands as a work around and nothing has worked.

ive even tried a previous save and redid the entire battle and the same thing has happened again.

pretty much going to uninstall this soon unless somebody can help or bethesda starts fixing the beta version of games they pass on to us as releaseable.

I have not experianced this myself. However there are a couple of threads that were on the first page here in the last couple of weeks talking about the same thing. I think the resolution had something to do with some minor action that you had to take after the battle at whiterun that was not intuitive. Ill try and find them.

I had the same problem too, and indeed traveling to another location helped me out too, I too before doing that used the console commands mentioned, but those did not work for me.

You can always load an old save and redue the quest

yes i have tried this multiple times. im just gonna uninstall the game and say ♥♥♥♥ bethesda and all the aids infected ♥♥♥♥♥♥♥♥ they produce.

had such an issue as well and searched for hours. Tried various suggestions like waiting for some hours, walking around some of the fast travel points around whiterun and walked the whole way to windhelm without any success.

Finally i found:

and the following solution worked for me:

If this occurs immediately following Battle for Whiterun, use the console command SetKeywordDataForLocation 16772 CWOwner 2.

Unfortunately i still can't fast travel to Whiterun as the city icon is still missing and there is only the icon for the military camp. But at least i can continue with the Liberation of Skyrim Quest for now.

I know this is an old thread, but this issue persists till this day. For anyone looking for an answer, I found the solution. You must kill every single imperial or whiterun guard in or around the city. They don't aggro you anymore but you get no penalty for killing them. Once they're all dead, the music stops and the fast travel markers come back. Then you can go to Ulfric and continue the war.

The fix is to reload a save and do the battle again, once the Yarl surrenders RUN out of Whiterun gates DO NOT fast travel. After leaving through the gates manually you can then fast travel and finish the quest and everything moves on normally.

I can't thank you enough for this post. I ran out the gates, and as soon as I checked the map, the fast travel city icons were back. Fast traveled to Ulfrich and continued on with the game! Thank you, thank you, thank you!

I've had the same issue for very long, these things didnt work for me, what fixed it for me was doing a quest in riften where you go drinking in a bar, not sure what its called. This quest also takes you to whiterun, which makes it reappear on your map. After the quest I was able to report to Ulfric!

Thanks dude, I had this problem with the anniversary edition and for some reason, just going to Riften was enough for everything to go back to normal. I was ready to quit this save
