battle for whiterun and/or liberation of skyrim bug
this is my first play through on the special edition. i have sided with ulfric and the stormcloaks. i have completed the "battle for whiterun" quest and forced the jarl of whiterun to surrender.

the battle for whiterun quest is now in grey and it shows as completed. "liberation of skyrim" has started and the first objective is to report to ulfric about the whiterun siege.

however, ulfric does not offer the correct diologue to progress in this quest chain.

whiterun is still removed from my fast travel map and the battle music from the siege is now on a permanent repeat. when i travel to whiterun on foot, the city is 100% guarded by stormcloaks as if i have truly taken the city.

however, when i go to the jarls room, the original jarl and his staff are on and around the throne as if nothing has happened. i have tried a rediculious amount of console commands as a work around and nothing has worked.

ive even tried a previous save and redid the entire battle and the same thing has happened again.

pretty much going to uninstall this soon unless somebody can help or bethesda starts fixing the beta version of games they pass on to us as releaseable.

I now have the same bug, only I have like 62 mods installed. I am trying to find a workaround with console commands too, but so far no such luck. I would need to find the quest id for the first stormcloak mission I think. I'm completely new to this, never had to do this in oldrim :P

i dont use any mods. i have used console commands to reset the quest to every stage possible. the game does not respond. i have even used console commands to progress the liberation of skyrim quest 100%, as if i had killed and conquered all of skyrim. ulfric still does not give any quest progression. the game is truly broken at the end of the battle where whiterun's jarl surrenders.

the unofficial patch has been said to fix a number a bugs while creating even more in the process. seeing as how there are no other responses, ill have to give this a try. but i'd really like a legitimite fix for this. and i'd like bethesda to actually support their product.

well i am about to install this patch. but does the installation of the patch disable your ability to recieve achievements?

is this where you sneak into the fort? If so wait 7 days ingame then fast travel back to the fort you have dialog with an npc and should get you going.

It does, but I don't think achievements are that important unless they hold value for you.

no. this is the quest where you storm whiterun with the stormcloaks and take it over by killing imperials and forcing the jarl to surrender.

also. after installing the patch, i realized that it was not in the proper load order. i since "corrected" this order based on the instructions on the nexus webpage. now my game will not load unless i delete the patch files in my data folder.

I had the same problem. Travelling to another location and then back to Windhelm worked for me.

Also, this page here http://www.uesp.net/wiki/Skyrim:Liberation_of_Skyrim might be useful. You said you've already tried console commands, but have you tried this one:

Sometimes when trying to report to Ulfric Stormcloak, you are unable to talk to him and can't advance further in the quest. -> Use the console to select Ulfric, disable him, then enable him again.
