Gamebreaking bug After "Battle for Whiterun", can't report to Ulfric
THere is a game breaking bug. I sided with the storm cloaks (after receiving the quest to trap a dragon at Whiterun), and the mission "battle for whiterun" I defeated whiterun, saw the conversation between the Jarl (former Jarl) and Vignar. The Jarl said he would leave, and I was given the order to "report to Ulfirc". I go see Ulfric and I cannot get the dialogue to turn in the quest. No console command I found is working. Whiterun's icon won't show up on the map, just the seige camp for the stormcloaks nearby. I tried everything. It just won't initiate the dialogue with Ulfric to complete the quest. I tried many suggestions already, from smacking Ulfric with a weapon, and paying the fine. to returning to whiterun and talking to everyone. THe Jarl never left, jsut sits on the throne, even though he was supposed to leave. I finally went back to an earlier save before i started that mission. But I'm left with Ulfric's stupid 12lb axe in my inventory now also. I really just wish I could complete that mission. Terrible bug...

The solution is: after the battle for whiterun, manually run all the way back to windhelm, do not fast travel. Once u get 3/4 of the way there or so, whiterun should reappear on your map and afterwards ulfric will talk about the mission immediately. Worked for me.

ok I'll have to try that. I haven't played Skyrim since I bought Far Cry 4 shortly after I made this post. On my 4th playthrough of Far Cry 4 but after that I might get back into Skyrim somne more again. WIll update If I get it workling for me. Appreciate everyone who has looked into this thread. :)

Sorry I have a busy life, and haven't been on steam for a bit, and last time I had some time to game I decided to try a different one.. I like Skyrim bro, but It was starting to piss me off this glitch, so I decided to wait a while

I searched everywhere online and figured I'd put a comment of what worked for me. I had the combat music constantly playing, whiterun wasn't on map, and Ralof was stuck outside of whiterun at first stormcloak camp. I was able to progress to second mission where you can sneak inside the fort or rush it. Ralof was still outside whiterun but I could meet him there and thought it was no big deal. But after finishing the 2nd mission (sneak option) I had to report back to him and he was stuck at whiterun and wouldnt give me an updated mission trigger. I tried all the options online about fast travel, sleep, etc and none worked. I fast traveled to 2nd stormcloak mission camp, crouched to sneak, waited 8 in game days (combat music stopped). Fast travled to riften stables and paid for a carriage ride back to whiterun. Finally worked! Whiterun was on my map again. Ralof was still outside at the camp (per the map). I hopped on Shadowmare and road over there manually and his map marker changed and he moving towards riverrun. I fast traveled to new camp and he was now waiting at the fort I just took over. All imperials respawned but at least he was there and I could finish the mission! All is good and I don't have to start over!

opk great thanks! I will have to try that. I stopped playing Skyrim after getting frustrated with this glitch. One of these days I'll fire Skyrim back up and try and see what happens, by following your advice. thanks again :)

I liberated Whiterun 3 times, using a save I had made immediately before talking to Galmar to start the assault, and it wasn't until my 4th attempt that I just hung around and let the music stop. My issue was being unable to complete Objective 1210: Accept Jarl Balgruuf the Greater's surrender. The quest marker would simply hang overhead, but I was unable to progress.

Traveling to another location would cause "Accept Jarl Balgruuf the Greater's surrender" to fail, "Battle for Whiterun" to complete, and "Liberation of Skyrim" to begin. I was not able to start the dialogue for the quest though.


After multiple tries with no success, my solution ended up being the following:

Manually complete "Accept Jarl Balgruuf the Greater's surrender" using command:
"SetObjectiveCompleted CWSiegeObj 1210 1"

Wait for one in game week.

Quit the game.

Reloaded the save.

Walk away from Whiterun until the quest completed.


I then fast traveled and "Liberation of Skyrim" began normally with no dialogue errors.

Note: Waiting 1 week and restarting the game may not be necessary. It just happened to be the last method I tried.

Go into your house in Whiterun, go to sleep, and then report. That's how i fixed it (after trying tons of stuff) if the sky is the ordinary blue, beautiful sky, then it should be fixed.

Tried a few of theses fixes before they worked. The carriage travel fixed Whiterun for me but still couldn't get the mission complete stuff from Ulfric so i used console commands
setstage cwobj 255
resetquest cwobj
then went and talked to Ulfric and got new quest. Hope this helps

If anything that was mentioned does not work, try picking up items that you have dropped (If you did) during the actual quest when you fight at whiterun. This makes it so that the dropped gear is not in the old instance of whiterun. Maybe it will help, not sure though.

It works if you don't fast travel to the palace of kings but isntead outside of Whitehold and then walk to Ullric. I also fast traveled to the camp outside of Whiterun first. But I'm not sure that is necessary.
