"Don't be a wanker".. lol. Seriously dude, I am the one who started this thread, why call me an a55hole? Sorry I have a busy life, and haven't been on steam for a bit, and last time I had some time to game I decided to try a different one.. I like Skyrim bro, but It was starting to piss me off this glitch, so I decided to wait a while
opk great thanks! I will have to try that. I stopped playing Skyrim after getting frustrated with this glitch. One of these days I'll fire Skyrim back up and try and see what happens, by following your advice. thanks again :)
Traveling to another location would cause "Accept Jarl Balgruuf the Greater's surrender" to fail, "Battle for Whiterun" to complete, and "Liberation of Skyrim" to begin. I was not able to start the dialogue for the quest though.
After multiple tries with no success, my solution ended up being the following:
Manually complete "Accept Jarl Balgruuf the Greater's surrender" using command:
"SetObjectiveCompleted CWSiegeObj 1210 1"
Wait for one in game week.
Quit the game.
Reloaded the save.
Walk away from Whiterun until the quest completed.
I then fast traveled and "Liberation of Skyrim" began normally with no dialogue errors.
Note: Waiting 1 week and restarting the game may not be necessary. It just happened to be the last method I tried.

resetquest cwobj
then went and talked to Ulfric and got new quest. Hope this helps
Because apparently it's still an issue that people want to help with.
A better question would be; Why do you care if a thread was necroed?
What is dead should be allowed to rest .
