Report a translation problem
Fallout 3 GOTY came out literally 9 days before Windows 7 was released to the general public. That game got 0 updates to have it work on windows 7 needed like 3 player made patches/mods just to stop it crashing crashing every 10 minutes.
There's a difference and yet most people always assume that they "dug deep into the files and fixed bugs - even bugs, which never existed in the first place and are the product of mods."
There once was a rule called "Never use mods until you reached the fresh air of Skyrim after Helfen." It still applies now, because the start relies on too many scripts and whatnot ...

i play music, mostly covers, but if/when i do make a song i usually am constantly changing it because it bugs the crap out of me if something is off, i couldn't imagine making a video game and having some annoying bug like that in it and just letting it go, especially if it was making me millions of dollars to boot! lol
using console commands like moveto player or reset ai don"t seem to help

He warps to me at the bridge room while I'm wiping out the Imperials.
Then I leave him to look at the collapsed ceiling and broken bridge, and wipe out the spiders and the bear while he's still looking at a dead end tunnel.
I've gotten outside without him, but the quest usually updates with "go to Riverwood", and Alduin zipping by overhead.
Either way, Fast Travel away from there and it should update. If it doesn't it's no big deal. Proceed as normal doing whatever you would normally do - go talk to the Jarl, go get the Dragonstone, go to bed, whatever. Eventually things will catch up.
