Blacksmith closest to Winterhold?

Probably Windhelm if you're looking to craft.

EDIT: Or Dawnstar is probably just as close as Windhelm, might be easier to travel too, assuming you're not fast travelling.

Theres fasttravel ingame, so whiterun is imho "closest".

Not using fast-travel.
Heading towards Dawnstar from Windhelm I found a Winterhold Imperial Camp with smithing equipment and a merchant.
