Hello, arngeir is bugged, after talking with him (clicked everything twice)

Try opening the command console, click on him, type "disable" hit return then type "enable"and hit return. (Speech marks "" are just to indicate what you type don't type the speech marks themselves)

This should deactivate then reactivate him, giving any scripts in the game a nudge.

Am having the same issue myself right now.

I did that quest with mods, loaded into a vanilla save from 2018 or so with no problems. You can try exiting High Hrothgar, then just fast travel to it and re-enter. If you had an animation playing before or after you entered the first time, use the mod's stop animation key.
Is your quest marker showing you where to stand? Everything does seem to come to a stop unless you stand in a specific spot which isn't always apparent. I remember having to move around to find the right spot for the target practice part to begin.
