How do I get DLC?

This might be a dumb question, but I have the standard edition of skyrim from way back, with no dlc. However one essential mod for lightning for some reason requires all the DLC... But its not available for individual purchase on steam? Do i have to buy the special edition for freaking 40 euro then?? Are there any alternatives

Between the original DvD and the Steam digital I have over 4k hrs in SLE . . .
All the fun is in seeing what people come up with to enhance or make the game better

Naw, it's about the game, the style, the freedom and the flexibilty of playing it in soooo many ways and styles. And then add mods on top of that and you have hundreds more ways.
This is one of the most flexible sandbox RPGs of it's age. Most have you playing more linear than sandbox.

I didn't look at the date, I only found it because I couldnt find the dlc myself
