Solitude stuck in war mode
So I completed the CW quest line for the Stormcloacks a while back and never really went back to Solitude until recently. I then noticed that there is no map marker for the Blue Palace and Solitude. Inside of the city, important buildings stay locked with an Expert locked at random times in the day. Outside of Solitude, there is all of the on fire debris that's there during the actual siege, and I don't think there are many (if any) guards in the city. Also, the guards I have seen outside of the city are the normal Hold guards, not the Stormcloack soldiers. I've done some digging to try and fix this and I don't believe it is a mod causing the problem as it is also an issue on console versions of the game, even last gen. One guy said to go to the Whiterun Stormcloack camp and then talk to Ulfric. It should trigger some dialouge and then officially end the siege. But the only Stormcloack camps that are on my map is the Haafingar Stormcloack camp, and one close by to it just called military camp. In the Haafingar Stormcloack camp, there are soldiers and another guy there that is some type of commander. He gives me no dialogue options. All of the soldiers just say lines like "We sure showed them!" And in the militray camp, there is no one there. it is just empty tents and two catapults I can fire at Solitude. Most of the "fixes" are things like "Leave Solitude for more than X amount of time then come back and all should be fine", or "Talk to Ulfric after the battle in Windhelm and then go back to Solitude and all should be fine". But I haven't really been back to Solitude till recently, and I have already gotten the title Stormblade from Ulfric after the war. Any help at all is appreciated.

go to the main person and try onehiting him to his knees and sheath the weapon to try talking to then outher is start the war all over might be a bug if can

This didn't work. And there is no way I would ever go back to a save from before I started the war, that was ages ago. :(
