Bethesda are using modders from the community and trying to keep them anonymous, because, let's face it.. the real hordes are all the angry customers wanting to metaphorically 'break down Bethesda's door' right now, in a hypotheitcal, metaphoric sense. (I'd hypothetically be in that imaginary crowd). See what I did there <wink>
The modder for CC and modding community is likely the same guy.
If Bethesda are using their mod then they are allowed to in the UELA.

Not exact quotes but an accurate interpretation and you can take my word for it that this is correct.
While I'm not condoning copying work and selling it on, I'm just stating that Bethesda can get away with this. I'm also not saying that it's acceptable. I think it's downright competetive and basically, Bethesda want to make CC, (that has paid mods), have everything that nexus mods, (free mods), has. What does that lead to? One can only wait and see...
If a trio = horde, wonder what they class the anti-cc.

In my game it's going to piss me off something rotten, especially after I paid for "HORDES"
and only got the same as a handful of Bandits. So it's paying money for Bandits with their flesh missing and going 'eeurghhhhhh' at you constantly.
What I would do personally is uninstall mod...
reload clean save,
leave comment on modders feedback suggesting they add more zombies rather than 3-5 NPC's and create more dialogue voices than one single sound file repeated over and over.
Euuuughhherghhhhhh. nooooooo... that's right, I would have paid money to Bethesda here... can I uninstall mod? Do I get my money back? Is there a way to leave feedback on how ♥♥♥♥♥ the mod is?
Ha yer i forgot to mention the zombie voice being just one word Uhrrrr and that didnt even sound right, i feel they could of gotting me to do it for free and i would do a far better zombie noise.
A mod that costs money has to at least be better than doing it yourself LOL!!!
Would they be requested to take it down because it copies the paid mod?
I was thinking occassionally a horde of 20-30 zombies spawn near certain caves/ barrows and start shufflling down a road towards a city. They have half the health but hit just as hard as a normal enemy. They walk 75% slower than normal enemies.
You can just avoid them but better to kill them to protect other npcs. Think walking dead.
They say eererrrrg, uuuarrrg AND Aaeeeuurrrg.
What if Bethesda start saying; "We've decided not to support 3rd party modding because we feel that it causes the game to be unstable for users".
I mean, one can do anything in this world now; Charge money for weapons which you should already have the choice to buy from an in game vendor without having to pay the producer money again to do, in a game that you already paid them for...

A handful of draugr with custom stats... Sounds like something like this paid mod as well actually...
So yeah, a mod that actually makes real zombie threats? Sounds good to me and I would be all over that.
I would not be surprised if things turned out this way. When money is on the board of discussion, anything is possible... Even the worst things.
The description did say they would appear in certain locations at night. Has anyone yet confirmed if this is true and where it is supposed to happen?
I suppose the "certain locations" are any location random encounters can happen, so far i only found them on these places
You dont get just that 3 zombies and the spells to summon them during that 1 quest, zombies also spawn at night as random encounters, someone in an other discussion saw a group of 8 zombies attacking a imperial legion camp for example, according to people who bought the content zombie encounters work similar to vampire encounters.
If you fast travel you probably never come accross such a random encounter, you have to walk through the world by yourselfe to meet them.
