Intimidate gate guard(s)

Did you try the persuasion option "This is obviously a shakedown." that will work even with like 20 speech. Some people are easier to persuade than intimidate.

any idea how high a speech i need to pull it off? or is it some other skill?

As far as I know you can't intimidate guards, even dirty ones. If you need another intimidate target in Riften go to the docks, a Argonian Female will talk about losing her job and ask for a healing potion. After giving that to her talk to her again and intimidate her to tell you about skooma.

This is a good question. I can't remember if intimidate worked on my chars. It seems hardcoded, but I doubt that. But then again maybe it's hardcoded just for guards for immersion purposes. Try intimidating a police officer when you get pulled over. It might not work. Try it on civilians. Skyrim civilians. Don't do anything stupid.
