I do remember killing some farmer and his wife in Rorikstead, feeling sorry for their 2 daughters and eventually ended up adopting them.

I also wanted to adopt that one kid "Hroar", because he's funny, but Lakeview Manor ran out of space quickly, so he has to rot at the orphanage in Riften forever.
Whiterun: Balgruuf, Battle-born, Grey-mane, and Carlotta have kids. There's still Adrianne Avenicci, Belethor, and several others in town who can adopt the one homeless child. The Jarl could at least do something about the Aunt and Uncle.
Riften: No one in this town has kids. Yes, there's the two nearly-adult children of Laila Law-Giver, but nobody has kids. Plenty of adoption potential here. The blacksmith, the innkeeper, the Black-Briars, Mjoll and Aerin, Bersi.
Windhelm: Parents died in the fight against the Elves or the Empire - Ulfric's responsibility. Aside from that, plenty of people in town without kids.
Markarth: Is there even one here? Either way, lots of adoption potential.
Rorikstead: I've played the DB and Vampire side of DG and can't recall having to kill anyone here, so no reason for orphans. Yes, your sister is a doosh. Beat her with a stick until her personality improves.
Solitude: Lots of kids running through the street (4 anyway). Have not had one ask to be adopted.
Dawnstar: The kid has a job, he's got plenty. There's also plenty of people here to adopt him.
Winterhold: Haven't seen an orphan. Jarl has a kid. If one pops up, he can have 2.
Falkreath: No orphans, no problem. Still, the blacksmith is available, as is the alchemist, and I understand a young couple recently lost their daughter.
So yeah, I don't adopt. I didn't make the problem, it's not mine to take care of.
Though I did think of making a mod where you can adopt all of them and put them to work on a farm, and they grow up, and you can marry them off. Or sell them as slaves. Or food.
The one in Solitude is outside, at the stable building, if I recall correctly. Talks about how Agni makes him sleep with the horses.

I don't know why the devs insisted on making every character so old and childless. If you look at the face mods, most of them start off with a much younger face, either a late teen or early 20s. Most, if not all, of the mods for female followers use a character in their late teens or early 20s. Skyrim's base face for the PC and almost everyone else should have been a late teen or early 20 year old because that is simply what the demographics would actually look like in real life. With no birth control and high mortality rates, the majority of the population is young.
