Cannot Craft Dwarven Crossbow Bolts
I can craft *everything* Dwarven, including bows, and arrows.....EXCEPT Dwarven crossbow bolts! Yes, I am at the Dawnguard forge when I try. I am able to craft the Enhanced Crossbow, and also the Exploding Crossbow Bolt of Fire.

Is this a bug?

I dont remember which one but its a quest, yes.

Once you can make the dwarven cross bow you should be able to make dwarven bolts.

I dont remember which one but its a quest, yes.
Well, there's a quest for the Exploding Bolts of Fire, and of Frost (which I have done), but nothing about crafting simple Dwarven Bolts.

Have you tried crafting them at a regular forge, rather than the Dawnguard forge, cos the crossbows and the exploding bolts can only be crafted in Fort Dawnguard, however the Steel and Dwarven bolts can be crafted at any regular forge.

The Dwarven Crossbow (and Dwarven Bolts) are unlocked after the Enhanced Crossbow. You need to repeat the Ancient Technology quest - six times, to unlock everything.
